Mostly remote, onsite presence is required mostly during the workshops.

 

We are looking for a Senior Cloud Architect & Trusted Advisor who leads the technical definition, alignment, and implementation of the Justice Cloud target architecture across three federal states.

The architect will transform existing high-level documentation into a full detailed architecture, manage CICD integration, support sovereign cloud strategy, and coordinate technical decisions across all stakeholders

 

Project Context

The German justice sector is building a federated, sovereign, container-based Justice Cloud to operate future applications such as GeFa and other shared justice platforms.

A multi-state cloud node will be set up and connected via the BDBOS network.

The goal is to standardise container platforms, CICD pipelines, infrastructure, and compliance across all participating states.

A Proof-of-Concept currently runs on the Open Telekom Cloud (OTC) and must be evaluated for migration into the operational Justice Cloud.

 

All Fixed line and Network related topics will be handled by different company, provided consultant should have strong focus on infrastructure area.

Key Responsibilities

 

Architecture & Design

• Translate the Justice Cloud high-level concept into a detailed architecture blueprint

• Design the OpenShift-based container platform including cluster layout, service mesh, operators

• Define multi-tenant architecture, IAM federation, and Cloud Management Platform

• Develop BSI-compliant security & compliance models

• Support network design and BDBOS integration (SDN, hub-and-spoke, segmentation)

 

CICD & DevSecOps

• Integrate and standardise existing CICD pipelines (GitLab, Jenkins, ArgoCD, Tekton)

• Establish DevSecOps pipelines, GitOps models, IaC (Terraform/Ansible)

• Build a uniform developer workbench across all states

 

OTC / Sovereign Cloud

• Assess the current OTC Proof-of-Concept (eJustice/GeFa)

• Provide migration scenarios and operational models for integration into the Justice Cloud

• Guide the states towards a sovereign cloud architecture including OTC usage where appropriate

 

Stakeholder Leadership

• Act as the main technical counterpart for:

o BitBW

o ZID (Baden-Württemberg)

o Bavarian State Data Center North

o BDBOS (network operator)

o Federal Ministry of Justice & development alliances (GeFa, AuRegis)

• Moderate technical workshops and drive architecture decisions across states

Required Skills

Technical

• Deep expertise with Red Hat OpenShift, Kubernetes, service mesh, operators

• Strong knowledge of CICD & DevSecOps tooling (GitLab, Jenkins, ArgoCD, Tekton)

• IaC & automation: Terraform, Ansible, Helm, Kustomize

• Experience with sovereign cloud models, Hybrid/Community Cloud, OTC

• SDN/networking (hub-and-spoke, segmentation, multi-RZ)

• Security: BSI Grundschutz, SAGA, IAM federation, Zero Trust

Domain

• Experience in public sector / regulated environments

• Familiarity with federal/state IT governance

• Knowledge of justice-related services (GeFa, SAFE, eAkte, etc.) is a plus

Soft Skills

• Strong political and organisational sensitivity

• Excellent communication across technical & executive levels

• Ability to simplify complex architectures for decision-makers

• Confident facilitator in multi-stakeholder environments
